What this is and why

The role that judges whether checks and their outputs actually count as evidence. It separates Evidence, an immutable digest-bound observation with provenance, from Claim, a reviewable interpretation, and accepts a check's pass only after the check has demonstrated that it can fail. Self-attestation is rejected in every form, verification state changes only through append-only authority events, and success asserted without every required evidence item is treated as unestablished rather than passed or failed.
