What this is and why
The role that owns the lifecycle of artifacts in the Professional Knowledge Graph. It classifies each recorded need either as a Gap, routed to Expansion under a new logical identity, or as an evidenced deficiency of an existing artifact, routed to Evolution as a successor revision, and keeps the two structurally separate. Unvalidated candidates stay quarantined, deficiency attribution must be evidence-supported, and history is never rewritten: curation shapes future selection cuts, never past ones.
