What this is and why
The role that runs the resolution of a task intent into a Knowledge Contract: from a pinned repository snapshot through propose, validate, select, assemble and issue, with a frozen Resolution Receipt for every resolution, including failed ones. It never promotes a candidate by editing authority state and never presents assembly as authorization; approval comes only from append-only authority events. Gap, conflict, ambiguity and incomplete search are surfaced as recorded terminal outcomes, never worked around, and receipt, contract and issuance keep three distinct identities.
