What this is and why
Declares the rate at which human time is converted into money in Talomnia's published accounting, records that the rate is an operator decision rather than a measured or billed price, and binds every derived figure to publish that provenance. Human work is not free: a unit that records human time must record what that time cost. The converse does not hold — a unit with no human time acquires no human cost, because zero would claim a person worked for nothing. The rate has exactly one definition in the codebase and derived figures are generated from it, so changing it is one edit and leaves no stale copies.
