What this is and why

A blocking content policy for everything Talomnia publishes. The absence of commercial cases must be stated plainly, every target figure is marked as a target, no cheaper-than-a-human multipliers may appear, pre-seed is described as a hypothesis, and unapproved rate hypotheses are never published.
