What this is and why

The orchestrator's operating rule for context across a fleet of lanes. Context is read for every declared lane at every observation cycle, busy or idle, because the only surface on which a busy lane is invisible is the one the fleet used to watch. A lane over the declared threshold is acted on at the next boundary of its current unit of work, not when its capacity is needed by something else, and the case of crossing mid-unit has a written answer rather than a judgement call: finish the unit, hand off before the next. The rule also states which register a newly declared operating value belongs to and how this contract relates to a runtime's own self-clearing, so a second mechanism cannot drift away from the first.
