What this is and why
Records the first resolution in the project's history that binds a design capability. Until TALO-0079 every closure over a design requirement terminated Gap: eight revisions declared derived-from a research artifact, and research is not one of the seven managed kinds, so the requirement had no revision in any snapshot. The receipt proves the five-stage resolution over the pinned graph after the walled region was made unreachable by re-derivation, and names the design revisions the contract selected.
