What this is and why
The single source of design tokens and voice rules every Talomnia surface must consume: light and dark color pairs with measured WCAG 2.1 contrast ratios, a three-face type system with full Cyrillic support, a 4px spacing grid, breakpoints, radii and motion rules gated by reduced-motion preference. Status colors encode the honesty vocabulary: green only for measured facts, amber for targets. A script re-verifies the contrast table on every change, so a broken pair goes red instead of unnoticed.
