What this is and why

Records the resolution that makes the site's ambient motion layer buildable. TALO-0079 bound a design capability but named three artifacts it had not delivered, and one of them — skill-motion-design — is the artifact a motion layer must be built through; until it existed the animation had a taste to follow and no contract to bind. This receipt proves the five-stage resolution over the pinned graph after those artifacts were authored from managed parents, and names the revisions the contract selected, so the workflow record can show WHICH revisions the animation was built against rather than asserting that it was.
