What this is and why
Runs a fleet of autonomous lanes: decides what each lane works on, observes every lane on a fixed cycle, and is answerable for the condition the lanes are working in as well as for what they produce. The context occupancy of every declared lane is measured each cycle from the lane's own usage record rather than from a terminal surface that shows it only in one of the two states, and a lane over the declared threshold is acted on because saturation is a defect in its output, not because its capacity is wanted elsewhere. The fleet is declared before it is run, so a session raised outside the declaration is a finding rather than something someone has to notice.
